where can i get a cheap subaru forester or a cheap 4×4 that can tow a boat?

my partner needs a 4×4 that can tow a small boat thats a bit over 4 meters long but that doesnt have a big engine… as petrol prices are going through the roofs… and something that you could place a baby car seat in… any ideas are greatly appreciated… thanks
