What is Lulu from final fantasy’s dress made of?

I am making a cosplay Lulu dress and im finding it hard to decide what material to use! It looks like a thick heavy material. Al ot of people use vinyl or pvc but I don’t think it looks right. Any ideas what I should use?

I would go with wool. It’d be hot and a little itchy, but it would look right. Also, faux fur for the neck lining.
